It&#039;s probably more than 9 volts, but 9 volts isn&#039;t a dangerous voltage, either.  More than likely what you&#039;re feeling is a static charge that&#039;s building up in the cable as the wind blows across it.&lt;br&gt;&lt;b&gt;References : &lt;/b&gt;&lt;br&gt;</description>
